全球视野中的教师专业发展与能力建设

【摘要】教师作为教育改革的中坚力量,如何适应不断变化的全球化、信息化和学习化之社会环境,是世界各国普遍关注的问题。为此,华东师范大学牵手联合国教科文组织、联合国儿童基金会、国际文凭组织、美国纽约州立大学、澳大利亚亚洲协会等十余家海内外知名机构于2006年底联合举办了主题为“教师专业发展与全民教育质量”的“第二届国际教师教育论坛”。本文围绕教师教育面临的挑战与应对策略、教师专业标准与全民教育质量、教师能力建设与创新实践、及教师专业发展技术支持系统等会议议题,对论坛进行了综述。本文认为,构建教师专业发展的标准及教师的能力建设是本次国际教师教育论坛的焦点,也是当今世界各国教师教育发展的关注点;尤其在教师专业发展潮流中,制度与政策变革、专业标准研制、教师能力建设、校本实践创新、信息技术支持等已经成为世界范围的关注焦点,其中,教师专业发展质量是核心,教师专业能力建设更是关键之关键。从全球范围来看,可以说,推动教师教育发展、促进教师专业成长,仍然任重道远。

Teacher Professional Development in Global Context

Abstract: Teachers are the key element of any education reform, and how the teachers to meet the challenges from the global changing in formalization and learning society is now the focus around the world. Henceforth,the Second International Forum of Teacher Education Forum (2527 October, 2006) was joint hosted by East China Normal University, UNESCO, UNICEF,IBO,etc on the theme of"Teacher Professional Development For Quality of Education for All". This is to provide a summary report of Forum on Teacher Education speakers presented papers separately based on the four subthemes as below: 1) Teacher Education Reform: Challenges and Policy Responses; 2) Teacher Professional Standards and Quality of Education for All; 3) Teacher Capacity Building and Teacher Professional Development; 4) Technology System Support to Teacher Professional Development. In a word, professional standard and teacher capacity building were hot topics of the Forum. To prepare quality teacher education and promote teacher professional development, quality remains as the key factor while capacity building is the major driven force. And we still have a long way to go.
