突破基础教育信息化应用的瓶颈

——区域推进行动计划

【摘要】我国基础教育信息化通过五年多的建设已取得了一定的成果,尤其发达地区的硬件设施建设与“校校通”工程成果比较显著,但它在实际应用层面却遇到了一定的瓶颈。其主要表现为:重硬轻软(重硬件建设,轻实际应用);表面轰轰隆隆,实际效果(效益)不知如何;地区发展极不平衡(即使在同一个地区内,发展不平衡也很突出);有限的优质资源没有得到共享,低水平重复开发现象严重等。针对这些问题,本文提出了“区域推进行动计划”,讨论区域推进的实质内涵与具体的实施计划。

Break through the Bottle Mouth of Basic Educational Informatization

—— “Region Promotion” Action Plan

Abstract: It has had a good result in our basic educational informatization during last five years, especially in some developed areas. But there are still some bottle mouths in actual application: for instance, just focuses on hardware nor on software (actual applications); pay attention on face not on for real effects; not balance between the regions(even in the same region); good resources are not shared by all schools, and so on. In order to solve those issues, this article arises a “region promotion” action plan and discusses how to realize and carry out it.
