【摘要】本文从促进人类发展的角度探讨了农村和落后地区推广远程教育的意义。文章首先分析了人类发展面临的种种挑战、促进社会发展的原因，接着分析了教育与发展的关系，指出开放远程教育是促进发展的一个重要选择。文章最后阐述了开放远程教育在促进发展过程中存在一些问题，取得成功的实践（如社区多媒体中心和空中学校项目等），以及为取得成功需考虑的一些因素。

Abstract: This paper discussed significance of open education for the development.the paper first analysis the challenges faces the development and factor influences the development .next it analysis the relationship between the education and development, and points out that the open and distance education is the better option for the development .In the end ,the paper raises the problems of the open and distance education for development .and good practice for the it (includes the community multimedia centresCMCs and schoolon the air project) .
