少数民族地区义务教育信息化发展评估

——以保靖、凤凰两县为例

[摘要]义务教育信息化是提高国民信息素养的基础,是教育信息化建设的核心环节。少数民族地区义务教育信息化发展评估研究对促进其信息化进程、实现义务教育优质均衡发展具有重要作用。本文以湖南省湘西自治州保靖、凤凰两县的学校为例,通过问卷调查法、访谈法、实地观察法,调研了两县义务教育学校信息化基础设施、网络学习环境、教育技术能力、数字资源建设和教育管理信息化等方面的发展状况。根据调研数据,本文从多个维度进行了差异性与相关性分析,整理出评价少数民族地区义务教育信息化发展水平的关键性指标。本研究认为少数民族地区义务教育信息化建设已取得一定的成绩,但因起步较晚、基础较弱、地理位置偏远等问题,仍处在“起步”、“应用”阶段。针对在教育均衡、队伍建设、经费保障和应用水平等方面存在的问题,本文提出了提升少数民族地区义务教育信息化建设和应用水平的建议。

Study on Evaluation of Compulsory Education

Informationization in Ethnic Minority Areas

Abstract:  Informationalizing of 9-year compulsory education is the starting point of improving information literacy in China, and also the core of education informationalization. The evaluation of compulsory education informationalization in ethnic minority regions has great significance in promoting information oriented, higher quality and balanced compulsory education. In this paper, questionnaires, interviews and field observation were used to investigate the status of information technology infrastructure, network learning environment, educational technology, digital resources building and education management information at schools in Baojing and Fenghuang districts, Xiangxi Autonomous Prefecture Hunan Province. Key indicators for information development of compulsory education informationalization in ethnic minority regions were identified through analysis of multi-dimensional differences and correlation. This study concluded that compulsory education informationalization in ethnic minority regions has made some progress, but is still in the "initial" and "application" stage because of late start, weak foundation, geographical remoteness, to name a few. Some suggestions were made on aspects of educational balance, team building, funding support and practical application, in order to improve the construction and application of compulsory education informationalization in ethnic minority regions.
