趋同还是求异*
——英国开放大学质量观的质性研究

【摘要】网络高等教育应该采用与普通高等教育教育相同的质量标准还是应该根据自身特点建立特定的质量标准，这一问题在世界范围内都存在争论。各国开放大学在这一问题上的价值取向也不尽相同，本文以英国开放大学专业人员的质量观为切入点，采用质性研究范式，运用半开放问题访谈法，对英国开放大学15名专业人员进行了深度访谈，并借助质性研究工具Nvivo8.0对访谈内容进行了内容分析，揭示了英国开放大学教师和管理人员坚持采用与普通高校同样的质量标准的内在原因。本文希望通过对英国开放大学质量观的研究，对我国开放大学的建设起到借鉴和参照作用。

A Qualitative Research on the Quality Perceptions in the
UK Open University

Abstract:Should online universities keep identical quality standards with conventional university? This is a long-debated issue. Different open universities intend to have different value perceptions. This study focuses on the quality perception of the UK Open University. The methods of qualitative paradigm and semi-structured interviews are used and fifteen staff with different roles in the Open University were interviewed. Content analysis and qualitative research tool Nvivo8.0 was used in the data analysis. The study reveals quality objective and quality outcomes from staff perceptions of the Open University. The reason why the Open University should keep identical quality standards with conventional university is further explored. Research findings can be a reference to open universities in China.
