上海建设学分银行的基本构想和战略思考^*

【摘要】《国家中长期教育改革和发展规划纲要（2010-2020年）》的颁布使学分银行成了当下一个热门话题。本报告从国际比较的视角梳理了我国建设学分银行的目的和意义，提出上海建设学分银行是服务于终身教育体系的构建和学习型城市的建设；接着，以上海为案例，分析了上海建设学分银行已有的基础、基本构想和现阶段目标，包括上海学分银行的目标定位、基本功能和重点建设内容；最后，对学分银行建设和运行过程中一些涉及教育理念、体制、机制等深层次问题进行了深入思考。

The Fundamental Concepts and Strategic Thinking on the

Building of Shanghai's Credit Bank System

Abstract: The presentation explores the mission and significance of building credit bank system in China from the perspective of international comparison. The speaker takes Shanghai as an example, and analyzes the existing infrastructure, fundamental roadmaps and current goals of building Shanghai Credit Bank System, including its targeting, basic functions and priority work. Finally, the presentation demonstrates in-depth thinking on the ideas, mechanisms, systems concerning the building and operation of the bank system.
