终身学习与“学分银行”的教育管理模式^*

【摘要】本报告分为三个部分：第一部分梳理了终身学习和学分银行的教育管理模式产生的背景；第二部分分析了在当今时代背景下终身学习与学分银行教育管理模式所承载的战略任务；第三部分提出了关于建立我国学分银行的若干思考和建议，如对通过非学历教育的学习成果实行登记制度，有步骤地科学开展对学习成果的认定、积累和转换工作；建立不同类型学习成果的认证、评估与转换制度，一定要建立在科学研究和认真探索与实践的基础上；要把区分不同的情况和提高质量放在突出的位置上；建立和完善与学分银行相配套的人才选拔制度。

Lifelong Learning and Management Models

For the Credit Bank System

Abstract: The report contains three major parts. The first part summarizes the background of lifelong learning and educational management model of credit bank. The second part of this report analyzes the strategic tasks carried by the credit bank educational management model. The third part of this report provides some suggestions on implementing "credit bank" in China, such as setting up different types of learning results certification, evaluation and transformation systems, establishing and perfecting the "credit bank" to support the talent selection system.
