建设上海开放大学，服务市民终身学习

【摘要】作为上海推进学习型社会建设和构建终身教育体系的创新举措，上海开放大学在全国首个挂牌成立，此举引起社会各界高度关注。本文从上海开放大学建设的背景和意义、总体设想、建设过程规划以及保障措施四方面入手，探讨如何建设和办好开放大学。

Building Shanghai Open University for Citizens’ Lifelong Learning

Abstract: Shanghai Open University, the very first open university in China, is an innovative step to promote the construction of a learning society and the establishment of lifelong learning systems in Shanghai. The founding of this university has aroused great concerns from many sectors of the society. This article explores the construction of open university from four aspects: context and concept, overall vision, planning of the construction process, and ways to support its growth.
