《规划纲要》国家与上海版本的比较与思考

    【摘要】2010年上半年,《国家中长期教育改革和发展规划纲要(20102020年)》与《上海市中长期教育改革和发展规划纲要(20102020年)》相继出台,并引起了社会各界的广泛关注。本文以国家《规划纲要》与上海《规划纲要》为基本框架,并站在教育自身的立场,分别对两份《规划纲要》的核心理念、指导思想、总体目标、发展任务等进行解读,旨在了解文件背后的改革理念与精神实质,并以此进一步明晰我国今后教育改革的发展方向。

A Comparative Study of National Plan and Shanghai's Plan

for Medium and Longterm Educational Reform and Development

(2010-2020)

Abstract: Education is to last for generations. In the first half year of 2010, the release of "National Plan for Medium and Long-term Educational Reform and Development (2010-2020)"and "Shanghai's Plan for Medium and Long-term Educational Reform and Development(2010-2020)" attracted wide attention of the entire society. Based on the basic framework of the "National Plan" and "Shanghai's Plan", this article attempts to compare each of the "plan" on their core concepts, ideology, overall aims and developmental tasks. Our goal is to understand the beliefs underlying the reformso to to clarify the development direction of education reform in the future.
