美国高等教育信息化的现实与挑战

——对“EDUCAUSE 2009年度当前议题调查”的解读

【摘要】EDUCAUSE是一个在世界范围内居于领导地位的高等教育信息化专业组织,其“当前议题委员会”每年一度的大规模调查记录了美国高等教育信息化从产生、发展到壮大的整个历史进程,成为人们了解美国高等院校信息化发展现状的窗口,并指引着世界各国高等教育机构利用信息技术进行大学变革。本文首先介绍了“EDUCAUSE2009年度当前议题调查”的背景、框架及主要发现,然后对其六大主要议题进行了分析,并在此基础上对美国高等教育信息化所处的现状和面临的挑战进行了分析,认为在经济衰退和资源紧缩的宏观背景下,美国高等教育信息化的发展环境已经发生了重大变化,预算削减与价值彰显是美国高等教育信息化在发展模式创新上的必然选择与重大挑战,而EDUCAUSE选择的可持续发展与绿色信息化道路则意味着美国高等教育信息化发展深层理念上的改弦更张,代表着高等教育信息化创新发展的未来方向。

The Reality and Challenges of Eduational Informatization

in America's Higher Education:

Interpreting EDUCAUSE's 2009 Survey of the Current Trends

Abstract: EDUCAUSE is a leading organization in the field of IT in higher education. The annual survey conducted by its Current Issues Committee witnesses the development of IT in America's higher education and provides visions for the future. In this article, the authors explore the findings from EDUCAUSE's 2009 survey and analyze its six primary issues. Through exploring the IT environment in America's higher education, the authors argue that, in the context of economic downturn and resource constraints, the conditions have changed dramatically. Proposing budget cuts and promoting the significance of projects are the simultaneous challenges and inevitable options for IT in higher education. Meanwhile, sustainable and green IT that EDUCAUSE has chosen indicates a paradigm shift and it represents the future trends of IT in higher education.
