现代远程教育公共服务体系建设与运行现状的调研

【摘要】本文在调研的基础上,对我国国家级公共服务体系、区域性公共服务体系和行业性公共服务体系的运行现状和存在问题进行了分析,指出在今后发展中应形成国家级、行业和区域相互补充的教育公共服务联盟;明晰网络教育学院和公共服务体系的职责;加强从业人员培训;构建统一的现代远程教育服务平台;国家出台公共服务体系建设与管理办法;完善公共服务体系质量评估指标体系;加强对校外学习中心的管理。

An Investigation and Analysis on Construction and Operation of
Public Service System in Modern Distance Education

Abstract: China’s modern distance education pilot project was launched nine years ago and a great deal of valuable experiences and achievements have been accumulated in teaching methods, management modality, service delivery, supporting platform construction, quality control, and its collaboration with online colleges of traditionla universities. This paper introduces the current status and problems of public service systems in China based on the results of questionnaires and interviews. We point out strategies for developing public service systems in the future, such as formation of Public Service Alliance of Education at national, industrial, and regional levels. In addition, we give suggestions for clearing the responsibilities between public service system and online colleages of most universities,for constructing a unified service platform for modern distance education, and for strengthening the training of employees. Suggestions are also provided in the areas of improving the quality of supervision and evaluation systems and of strengthening the management of off-campus Learning Centers.
