跨境远程高等教育的现状及发展趋势
——访无国界高等教育观察组织首席执行官邓·奥尔科特博士

【编者按】跨境高等教育在21世纪的经济全球化背景下日益发展成熟,远程形式的跨境教育则是近年来国际高等教育领域的一种新兴力量。这种高等教育新形式的出现引起了世界各国教育部门、高等院校、研究人员和学习者的普遍关注。作为跨境高等教育传统输出国,欧美等西方发达国家在跨境远程高等教育的输出服务方面也发展迅速。本期我们有幸邀请到在英国的无国界高等教育观察组织(The Observatory of Borderless Higher Education,简称OBHE)首席执行官邓·奥尔科特博士,希望通过这次专访,借助他与无国界高等教育观察组织的专业视角,了解全球跨境远程高等教育的发展现状,探究目前这一领域所存在的种种问题,以及对于未来发展趋势作出的预判和分析,以期对中国等传统教育输入大国通过新兴教育服务模式,如何在全球跨境高等教育领域向输出国转型提供参考和借鉴。
奥尔科特博士现任无国界高等教育观察组织首席执行官,20062007年曾担任美国远程教育协会主席,并新近卸任该协会董事会主席。他还是英国认证大学委员会(CVU)执委、伦敦大学远程学习中心指导委员会成员、皇家艺术学会会员。奥尔科特博士此前曾在美国西俄勒冈大学、亚利桑那大学虚拟校园公司、美国西部州际高等教育委员会(WICHE)担任高层管理职务。他还曾在俄勒冈州立大学、密苏里-哥伦比亚大学以及西华盛顿大学担任行政和教学职务。
奥尔科特博士是《美国远程教育》、英国《开放学习》、美国《继续高等教育》、《印度开放大学电子学习》以及美国的《远程学习报告》等杂志的编委会成员。他在远程教育管理、教师专业发展、组织变革以及高等教育政策等领域著述颇丰,多次获得国内外有关奖项。奥尔科特博士还是一位国际知名的演讲者,已为美国、加拿大、澳大利亚、英国及欧洲诸多高等院校及公司提供咨询服务,分别于1993和2005年在哈佛大学终身学习管理学院和美国大学继续教育协会纽约大学领袖学院进修。奥尔科特博士在西华盛顿大学获得学士和硕士学位,并在俄勒冈州立大学获得高等教育领导专业博士学位。

The Statue Quo and Trend of Cross boarder Higher Education in
ODL: The Interview with Dr. Don Olcott, Jr.

Abstract: With the development of cross-border education in the increasingly globalized environment, cross-border education in distance delivery format is an emerging new force in international higher education. The emergence of this novel mode of higher education attracts the attention of educational administrators, institutions of higher education, researchers as well as learners. Cross-border higher distance education is under rapid development in the western countries in Europe and North America, which are also traditional resource countries of cross boarder higher education. In this issue of Open Education Research, we are honored to interview Dr. Don Olcott, Jr., Chief Executive of The Observatory of Borderless Higher Education. Through this interview and from the perspective of Dr. Olcott and his organization, readers can learn more about the current state of global cross border distance higher education. The interview also covers various problems of this field, and provides some tentative predictions and analysis about future developments, in the hope of providing a frame of reference for major host countries like China in their potential transformation from host countries to resource countries.
Dr. Don Olcott, Jr., is the Chief Executive of The Observatory of Borderless Higher Education (OBHE in London. Dr. Olcott is also Ex-Chairman of the Board of Directors and President of USDLA from 2006-07. He serves on the Executive Committee of the UK's Council of Validating Universities (CVU) and the Board of Directors for the University of London's distance learning center. Dr. Olcott is a Fellow of the Royal Society for the Arts (FRSA). Dr. Olcott previously held senior leadership posts at Western Oregon University, VCampus Corporation, the University of Arizona and the Western Interstate Commission for Higher Education (WICHE). He also held administrative and faculty posts with Oregon State University, the University of Missouri-Columbia, and Western Washington University. Dr. Olcott is a member of the editorial boards of the American Journal of Distance Education, Open Learning, the Journal of Continuing Higher Education, India's Open University e-Learning Journal, and the Distance Learning Report. He has published extensively in the areas of leadership, faculty development for distance education, organizational change, and higher education policy. Dr. Olcott has received numerous national and international awards for leadership, research and publications in higher education and distance learning. Dr. Olcott is an internationally known speaker. He has consulted for colleges, universities, and corporations in the United States, Canada, Australia, the United Kingdom and other European countries. He was a 1993 graduate of Harvard University's Institute for the Management of Lifelong Education and a 2005 graduate of UCEA's Executive Leadership Academy at New York University. He received his bachelors and masters' degrees from Western Washington University and his doctorate in higher education leadership from Oregon State University.
