变数字鸿沟为数字机遇：数字化终身学习系统的建设
——访荣获UNESCO“哈利法国王奖”单位的张德明校长

【编者按】张德明教授是联合国教科文组织东亚远程教育教席主持人，现任上海远程教育集团主任、上海电视大学校长、上海教育电视台台长，同时兼任中国教育电视协会常务副会长、上海市新闻工作者协会常务理事和中国报告文学学会理事。张德明教授1976年毕业于复旦大学文学创作专业并获文学学士，2000年以来，领导上海远程教育集团和上海电视大学在教育、产业、传媒多个领域取得跨越式发展。目前电视大学高等教育在校生超过11.2万人，非学历培训每年约50万人次；新建国顺路校区、上海教育资源库和卫星传输中心等重要设施，完善了终身教育资源平台和服务中心；作为联合国教科文组织东亚远程教育教席，他致力于加强与联合国教科文组织、国际远程教育理事会等国际组织的联系，积极推动远程教育国际学术交流与合作，先后成功组织举办了“2003世界巨型开放大学峰会暨校长论坛”、“2004亚洲开放大学协会（AAOU）第18届年会”、“2005－2007年联合国教科文组织远程教育教席系列国际研修班”、“2008世界开放与远程教育论坛”；建立开通了国际远程教育理事会（ICDE）中文网站及联合国教科文组织东亚远程教育教席网站；2008年主编出版了中国开放远程学习领域的第一套大型译丛《世界远程教育经典文丛》。
同年，上海电视大学的“变数字鸿沟为数字机遇——中国上海电视大学市民数字化终身学习系统建设”项目从联合国教科文组织47个成员国申报的67个项目中脱颖而出，荣获了2008年联合国教科文组织（UNESCO）“哈马德·本·伊萨·阿勒·哈利法国王奖”。在本次访谈中，张德明校长就获奖项目和大家分享了上海电视大学作为上海开放与远程教育的主力军，在上海构建终身教育体系和建设学习型城市进程中做出的探索和成绩，并对开放与远程教育在新时期面临的机遇与挑战提出了一些建议。

Turning the Digital Divide into Digital Opportunity: for
Building the Digital Lifelong Learning System
——The Interview with Prof.Zhang Deming

Abstract: Graduated with a BA Degree in Chinese Language and Literature from Fudan University in 1976, Professor Zhang Deming is UNESCO Chair holder in Distance Education for East Asia, Director of Shanghai Distance Education Group, President of Shanghai TV University and also the head of Shanghai Education TV Station. He is also Council Member of Chinese Reportage Association, Executive deputy-President of Chinese Educational Television Association, and Council Member of Shanghai Journalist Association. Professor Zhang Deming has successfully led and guided STVU and SDEG in the enforcement of much Leapforward development in the field of education, industry, media and etc since 2000.At present Student enrollment of degree-education reaches 112,000 from around 30,000 in 2000 and the annual enrollment for training courses exceeds 500,000. The newly built facilities such as Guoshun Campus, Shanghai Edcuation Resources Center and Satellite Transmission Center, provide an ideal resources platform and service center for lifelong learning. As the UNESCO chair holder in Distance Education for East Asia, he endeavors to promote international academic exchange and cooperation, having hosted the first World Summits of Mega-universities in 2003, organized the 18th Annual Conference of the Asian association of Open University in 2004, organized the UNESCO Chair’s Serial and annual International Training Workshops since 2005, hosted The Chinese Version of ICDE Website and UNESCO Chair Website in Distance Education for East Asia since 2006 successively, and organized 2008 Global Open and Distance Education Forum. Prof.Zhang has published many articles and works, and the recently published series of which edited by Professor Zhang is the first series of the selected works and papers in ODL in China.
In 2008, Shanghai TV University was rewarded for its project Turning the Digital Divide into Digital Opportunity: The Project for Building the Digital Lifelong Learning System in Shanghai.
